I have Reported it Ebay and they have confirmed it was a FAKE email.
BEWARE OF THIS EMAIL!

Hi Richard, Thanks!! Was this the first e-mail of this type you've gotten? If so, you are truly lucky!! I get them all the time, and from "Paypal", too; asking me to "click here" and "verify" my information, because my account is in danger or some such nonsense. I guess alot of people actually do follow their pernicious instructions. A few years ago, my mother's eBay account fell victim to someone who just took it over wholesale. It had nothing to do with these fake e-mails (I don't think), but the person (I think he was in Italy) began listing dozens of electronic goods under her eBay identity and effectively locked her out of her own eBay account. They actually exchanged a few nasty e-mails (my mom contacted him through the basic eBay way), and he was really a piece of slime, telling her there was nothing she could do, and really terrorizing her. Then she telephoned eBay and had the matter taken care of.

Yes its the first I got from Ebay and plus I don't click any links in emails from ebay or paypal or anyothers.
